AN3.3.1 Active Leakage Control (Urban water supply)
Where there is competition for scarce water resources, eg for irrigation, industrial and domestic demands, and the nature of the water supply system incurs significant operating expenditure, such as power for pumping, then an active leakage control policy is likely to be appropriate. This is an important aspect of urban water demand management and is an aspect of the estabishment of a water saving society. Where there is a strong regulatory system, the regulator assigns importance to improving water delivery efficiency.
