It outlines the recommended steps for establishing Water User Associations (WUAs) so that they can become effective for managing irrigation at a local level, ensuring participation by all groups of villagers, and assisting with water savings. This document is one of a number of supporting materials on water savings and water user associations, including supporting advisory notes on institutional document guides, village level planning, and promoting and training WUAs.
