AN6.2.4 Promoting and Training of WUAs

Water User Associations (WUAs) have been set up in many areas, but it is estimated that only about one in three is functioning well. This is partly because WUAs are given insufficient support or training, or the support is not sufficiently well-targeted at the objectives of the WUAs. This document outlines recommended methods for promoting and training Water User Associations (WUAs) in places where the main objective for forming the WUA is to achieve water savings. It is difficult to motivate WUAs to save water, as their interest is usually to get access to funds for improved infrastructure and they have little incentive to participate in water savings programmes. This guideline introduces methods for training WUA which should generate enthusiasm amongst water users for participating in the WUA and it is one of a number of supporting materials on water savings and water user associations.
