EG2.5 Chaoyang (Liaoning) Drought Management Plan Preparation
Drought is a normal climatic feature. That it is also a serious and continuing worldwide water issue is more due to lack of effective water planning and management than to climate. In 2008, with support from the Water Resources Demand Management Assistance Project, the Chaoyang Municipality Water Affairs Bureau completed the preparation of an initial Drought Management Plan for that portion of the Municipality in the Upper Daling River Basin. In October 2008 the Drought Management Plan was approved by the local government. This document describes the preparation of the Chaoyang Municipality Drought Management Plan to illustrate the challenges faced by water resource managers tasked with mobilising the resources and getting local buy-in to develop a drought management plan for their area.
