EG2.8 Economics for IWRM Planning: Shiyang River Basin IWRM PLan
This Example shows how even a simplified economic analysis can assist in dealing with complicated trade-offs between different groups of water users in a river basin. The Shiyang River Basin Integrated Water Resources Management Plan sets out a series of interventions intended to curtail unsustainable over-abstraction. The economic analysis outlined in this paper is derived from estimates of the cost of irrigation improvements, the impact that these will have on water saving as well as on agricultural benefits and hence the relative priority which should be given to alternative projects. Even though the overall plan has been approved, the use of economic analysis, combined with other analyses through a multi-criterion approach, is invaluable for prioritising investments. [Note there were limitations in the approach owing to data and information deficiencies... however, this is a common situation].
