EG6.1 Water Users Associations (WUAs) in Groundwater Areas


Participation in water management is an important part of demand management – indeed it is necessary by definition since the purpose is to reduce the demand by water users. Demand management requires influencing the behaviour of water users. Water Users Associations (WUAs) are a vehicle for improving participation, particularly in agricultural water management. Current patterns of water use in the Shiyang River Basin (SRB) are unsustainable, and thus measures need to be taken to attain groundwater savings, especially on the local level. This Example Document discusses the role of WUAs in groundwater management in general, and then specifically for water savings. The document covers the following topics: • Introduction • Current progress of WUAs in groundwater areas • Measures for irrigated water savings • The role of WUAs in water saving A series of appendices provide further information on international and local experience with groundwater management by WUAs, and the role of WUAs in water savings, drawing on findings from Spain, Mexico, India, and Nepal as well as China
