Clive Lyle is a water resource, river basin and catchment management specialist with over 25 years of experience in these areas. He has a Bachelor of Engineering (Agriculture) and a Masters of Engineering Science (water resources and irrigation) from the University of Melbourne, Australia.
He has worked on many water resources and River Basin management projects in China including for the World Bank, UNDP, Chinese agencies (MWR, SEPA) and Australian Centre for International Agricultural Research (ACIAR). Clive has a strong understanding of the Chinese context and water resources management arrangements gained from working closely with Chinese counterparts and agencies at all levels from Central and Provincial agencies, River Basin, County, local WSCs and village WUA levels. Clive has produced a range of iwrm tools and case studies targeted at training and capacity building of counterpart staff at many of these levels.

Specialisation: Clive is highly familiar with international approaches to River Basin management having worked with water resource and River Basin organisations in Australia, Pakistan, China, Laos and Thailand. He has a thorough and practical understanding of the issues and planning approaches used in multi-jurisdictional River Basin management having worked at senior executive levels at the Murray-Darling Basin Commission (MDBC), as well as in the member State government agencies responsible for implementing water resources and catchment management with end users. He is highly familiar with institutional development, integrated planning, water sharing (quantity and quality), data sharing, and stakeholder engagement aspects of River Basin management.
